EIANZ invites you to a webinar on updates to State Code 23: Conversations and perspectives on the planning framework for wind farm development in Queensland
The Department of State Development, Infrastructure, Local Government and Planning is currently reviewing the planning framework for wind farm development in Queensland. There are a number of proposed changes to the framework, increased requirements and improved guidance on how wind farm projects will be assessed and approved.

In this webinar, we’ll hear from different roles and gain different perspectives in the operation of the planning framework, with representatives from Government, professional practice and with the presentations rounded out with a legal practitioner’s perspective.

Meet the speakers:
Steve Connor | Executive Director, Department of State Development, Infrastructure, Local Government and Planning
Steve Conner is a town planner with over 25 years’ experience in strategic and development assessment aspects of planning.
In recent years Steve has lead the Development Assessment Division with the Department’s Planning Group having leadership responsibility for the running of SARA, Ministerial Infrastructure Designations, Ministerial Call Ins and as the assessment manager for wind farm applications.
Steve is currently leading the department’s commitment under the Queensland Energy and Jobs Plan to review the planning framework for renewable energy development.
Chris Cantwell | Partner and Principal Consultant, Attexo Group
Chris is a CEnvP and a Director at Attexo Group, with more than 15 years of experience practising environmental planning and science. In a previous role, Chris was a Project Developer for a major global renewable energy firm. These experiences enable Chris to provide unique insight from a practitioners perspective
Chris has led approvals processes for many wind farm projects in Queensland since the inception of State Code 23 in 2016 and has been heavily involved in the project development of dozens of wind farms and other renewable energy projects in Queensland over the past 10 years.
Kathryn Pacey | Partner, Herbert Smith Freehills
Kathryn specialises in environment and planning law, advising government and private sector clients on major infrastructure projects, environmental compliance, regulatory issues and planning and environment litigation. Kathryn is a partner in the Projects, Energy and Infrastructure team, who specialises in approvals and delivery for major infrastructure projects, environmental incident management, regulatory development, environmental issues for transactions and planning and environment litigation. Kathryn is recognised as a leading lawyer across environment, planning, climate change, natural resources, government practice and project development. She is profiled in Chambers Global, Asia Pacific Legal 500, Best Lawyers (2014-2021), IFLR 1000, Doyles (in the pre-eminent category) and was named Planning and Environment Partner of the Year 2021 by Lawyers Weekly.
