Webinar | NT Regulatory Series: Navigating land clearing reform and Native Title in the NT

About the webinar

Land clearing regulation in the Northern Territory is changing. Join representatives from the Land Resources Division of the NT Department of Lands, Planning and Environment, together with Bradly Torgan of Ward Keller, for an update on the key regulatory developments shaping land clearing approvals in the Territory.

Department representatives will provide an overview of the NT land clearing framework, covering:

  • approval pathways across different land tenures and land uses
  • the role of key regulators and the Development Coordination Service
  • recent fast-track reforms, including the 20-year regrowth threshold and new clearing exemptions
  • the trial staged assessment approach
  • the Department's emerging compliance and auditing program.

Bradly Torgan will then examine the Australian Law Reform Commission's recommendations for reforming the future acts regime under the Native Title Act 1993 (Cth), and what these could mean for pastoral landholders and land clearing activities in the NT.

Meet the Speakers

Bradly Torgan | Ward Keller

Bradly is Special Counsel at Ward Keller. Admitted to practice in New South Wales and before the High Court of Australia, with a practicing certificate issued in the Northern Territory. Experience in Australia includes counsel on environmental impact assessment and environmental regulatory issues, pastoral and agribusiness matters, native title and indigenous land rights, and natural resources and energy law, along with international environmental/natural resources litigation. Have administrative litigation experience, primarily on freedom of information, native title (expedited procedure), and land access matters. Also a sessional university lecturer in environmental and natural resources/mining & energy law.

Rebecca de Vries | Department of Lands, Planning and Environment

Rebecca is the Director of Development Coordination, who has a strong background working in a range of urban planning and management roles, with a particular interest in developing strategic plans and policies to help deliver sustainable development. Her approach is customer and outcomes focussed.
