The Queensland government recognises that the best cropping land, defined as Strategic Cropping Land (SCL), is a finite resource that must be conserved and managed for the longer term. It further recognises that these lands need to be protected from those developments that lead to its permanent alienation or diminished productivity and that these lands are currently being subject to competing land uses from the agriculture, mining and urban development sectors.
With the above in mind the Queensland Labour government introduced the Strategic Cropping Land Act 2011, Strategic Cropping Land Regulation 2011 and State Planning Policy 1/12: Protection of Queensland’s strategic cropping land. Each of these became law and commenced on 30 January 2012.
A number of bodies made submissions in response to the SCL regulatory framework including The Environment Institute of Australia and New Zealand (SEQ Division), the Queensland Branch of the Australian Society of Soil Science Incorporated and the Queensland Division of Ag Institute Australia.
The SCL regulatory framework is currently being implemented by the resource, urban development and agriculture sectors. The implementation of a new regulatory regime can be difficult and is often filled with uncertainty, ambiguity and delay. These difficulties can be minimised through the affected sectors and government sharing their learnings and experiences in the implementation of the SCL regulatory framework.
Speakers
Dept of Natural Resources and Mines: will give an overview of the legislation and policy instruments including the SPP and the standard conditions codes. Dept of Natural Resources and Mines will include an update on implementation arrangements.
ASSSI: Bill Thompson will provide details on the SCL criteria and experience associated with their application at a site level.
Minter Ellison: Kylee Creighton will provide a legal overview of the SCL regulatory regime focusing on how the regime is currently being implemented.
Golder Associates: Henry Parsons has been involved in over 150 soil investigations throughout Queensland, including Strategic Cropping Land studies for coal seam gas and mining projects.
