A journey through the forest of reforms: Biodiversity offsetting and clearance

About Russel Seaman

Russel has been working within Department for Environment Water and Natural Resources (DEWNR) for close to 20 years. Russel says the variety of issues and complexities he has faced have kept his work ‘fresh’. Much of his work has centred on environmental water management and more recently River Murray waters.

Russel decided a new challenge was needed in 2014, and now, is out of the water
area and into native vegetation. His current role is Manager of the Native Vegetation Unit within DEWNR.

The way native vegetation is being administered under the Native Vegetation Act is currently undergoing significant reforms. Russel’s main job is to guide these reforms, focusing on the way DEWNR does business through operational and business reforms. However, more importantly, DEWNR is undertaking legislative reforms to introduce a biodiversity trading market to improve options for offsetting and reducing complexity surrounding clearance of vegetation through regulatory reforms.
