Focus on Adaptation

Adaptation responses to climate change are expected by necessity to involve local and regional approaches. Key to these responses being effective is an understanding that they will involve:

    1. robust decision making, that encompasses other drivers as well
    2. an understanding of both the costs and benefits
    3. moving away from reactive planning
    4. the generation of new social norms
    5. innovative technology and management systems
    6. a shift in institutional process towards decentralised, adaptive management
    7. efforts to link and integrate adaptation with mitigation
    8. consideration of the limits to adaptation
